SPECIAL TOWN BOARD MEETING

NOVEMBER 10, 2011

Members present:        Supervisor Belden                   E. Frasier

Also present:  Diane Trudeau, Budget Secretary

Motion by R. Meola, seconded by R. Gladu to open the special meeting at 3:30 pm.  All voting yes.  Motion carried.

The purpose of the meeting is to discuss the 21.58% increase to the Town of Hague’s County tax rate for 2012. 

The Town Board adopted the Budget for 2012 on 11/09/11.  At this time the information on the county Tax rate was not available.

On March 8, 2011 the Town Board passed the following Resolution:

RESOLUTION #39 OF 2011

SALES TAX

RESOLUTION INTRODUCED BY R. Meola, SECONDED BY M. Martucci

WHEREAS,   the Town Board of the Town of Hague adopted Resolution #20 of 1994 directing the County of Warren to hold $300,000.00 in sales tax revenues to the Town of Hague to offset the tax levied upon real properties, and

WHEREAS,   the Town Board of the Town of Hague followed this practice each successive year since 1994, and

WHEREAS,   the Town Board of the Town of Hague is desirous to discontinue this practice hereafter, NOW THEREFORE BE IT

RESOLVED,  that effective with the 2012 fiscal year, the County of Warren shall not retain any of the Town of Hague’s shares of the sales tax, and be it further

RESOLVED,  that the Town of Hague’s share of tax apportioned by the county of Warren be forwarded to the Town of Hague as provided by the applicable agreement, and be it further

RESOLVED,   that the Town Clerk of the Town of Hague is hereby directed, to immediately forward a certified copy of this resolution to the Chief Fiscal Officer of the County of Warren.

AYES:  Supervisor Belden, R. Meola, M. Martucci, and E. Frasier

NAYS:  None.

ABSENT:  R. Gladu

Councilman Meola & Councilman Gladu would like to rescind Resolution #39 of 2011 and leave the $300,000 at the county to offset the 2012 County tax for the Town of Hague.

Hague’s share of sales tax in cash is estimated at $1,176,090.84.  The county tax rate for Hague is $4.76 per 1,000 assessment.

Budget Secretary Diane Trudeau explained to the Town Board since the Town Board adopted the Budget last night there are procedures and formulas to amend an adopted budget.  She is awaiting a phone call from Audit & Control to see what can be done. 

Motion by R. Meola, seconded by R. Gladu to rescind Resolution #39 of 2011.

AYES:  R. Meola, R. Gladu

NAYS:  Supervisor Belden, E. Frasier, and M. Martucci

Motion denied.

The Board will await an answer from Audit and Control and will discuss further at the regular meeting to be held on the 15^th of November.

Motion by M. Martucci, seconded by R. Meola to adjourn meeting at 4:20 pm.  All voting yes.  Motion carried.
