AUDIT & REGULAR MEETING

Supervisor Belden called the audit meeting to order at 6:00 pm

The Board audited the bills for the month.

Welcome Guests/Privilege of the floor: 

Chris Bowcutt, Event Manager for the Lake George Open Water Swim reported on The Hague Open Swim scheduled for August 27 & 28.  There will be a 2.5k, 5k, & 10k.  He is requesting funds out of the Occupancy Tax Money for Advertising, web design and marketing.  Also a letter of support from the Town Board would be needed.  Additional help from volunteers will be needed (Motor boats, Kayaks’, EMS Unit on site)

 

Motion by R. Meola, seconded by E. Frasier to authorize $2,500.00 out of the Occupancy Tax fund for the  Lake George Open Water Swim, Green Leaf Racing/Adirondack District Masters Swimming scheduled for August 27 & 28 2011.  A written statement will be submitted to the Town Board on how the funds were used.  All voting yes.  Motion carried.

Motion by R. Gladu, seconded by E. Frasier that the Town Board acting as the Board of Health schedule a Public Hearing on June 14, 2011 at 6:15 pm on a replacement Wastewater Variance for Hagg, tax map #12.18-1-50 & 51, 9609 & 9613 Lakeshore Drive.  All voting yes.  Motion carried

 

Graham Bailey on behalf of the Kiwanis Club asked that the Board submitting a letter identifying the play ground equipment that the $750.00 donation money would be used for.  The Board will submit a letter.

 

Steve Ramant and others present asked what their feelings were on the banning of the use of the Board Phosphorus Fertilizers.  The Board reported that a meeting will be setup in July regarding this.  Ms. Kathleen Bozony gave a presentation on the use of Phosphorus Fertilizers on February 8, 2011 at the Town Board meeting.  We have the documentation from the Town of Lake George who passed a Local Law with restrictions on the application of lawn fertilizers. 

 

Discussion of Bills:  Motion R. Meola, seconded by R. Gladu to pay General, Highway & Sewer Claims audited at tonight’s meeting.  All voting yes.  Motion carried.

Supervisor Belden will draft a letter to the Attorney for the Town asking for a detailed statement.

Motion by R. Meola, seconded by R. Gladu to accept minutes of April 10, 2011 with the following corrections: 

Page 6: Change cost of testing $45.00 to $45.00 per testing.

Page 10:  Change cost of undercoating from $3800.00 to $380.00.  All voting yes.  Motion carried.

Regular Committee Report:

  1.  Assessor & Justice (Gladu/Meola):  Councilman Gladu reported that the Assessor will be available to discuss assessments on May, 16, & 23 from 10 am to 2 pm & also on May 14 from 4pm to 8pm.    Grievance Day will be held on May 24, 2011.

 

  2.  Buildings & Grounds/Enhancement (Martucci/Frasier):   Councilwoman Frasier reported that the Hague Veteran’s Memorial Park is almost complete.   The bank will be hydro seeded. Fill is need at the Cemetery on West Hague Road.

  3.  Finance & Insurance (Frasier/Martucci):  The committee will be meeting with the Insurance Company at 10 am tomorrow.  Councilman Meola asked about the status of  Direct Deposit that the Town Board approved on 1/13/2009.  Supervisor Belden will have Diane complete this project.

  4.  Fire Department (Gladu/Martucci):  Councilman Gladu reported that he met with the fire Dept.  One of the major problems seems to be the recruiting of new members. They will again meet again in a few weeks. 

  5.  Highway (Martucci/Gladu):  Donny Smith, Highway Superintendent and Supervisor Belden will have someone from DEC meet them at Jabes Pond to review and discuss the estimated cost to repair the road. 

 

Motion by Supervisor Belden, seconded by R. Meola to authorize the Town Clerk to send notice to the paper requesting sealed bids for Item 4, Bank run and sifted sand.  Bids to be received by June 10, 2011 by 3:00 pm at the Town Clerk’s office.  All voting yes.  Motion carried.          

  6.  Museum & Historian (Frasier/Martucci):  No report.

  7.  Personnel (Frasier/Gladu):  The Committee has been working on the employee manual.  There are a lot of modifications that need to be made to bring the manual up to date.

·         Planning Board: April 7, 2011 Planning Board Meeting in attendance:  Chair E J Siwek, Pam Peterson, Bruce Clark, Mike Cherubini, John Brown, & Dick Frasier. Absent: Martin Fitzgerald,

The Wilson/Floor subdivision:  The hearing will continue at the June Board meeting, for additional information.  Jarrett Engineering will be submitting needed documentation to the LGPC for their permit.

The Planning Board approved Laura Parlin’s request to extend her Sit Plan Approval to operate a restaurant.

 

·         Zoning Board: April 28. 2011 ZBA meeting in attendance: Chair Robert Goetsch, Jon Hanna, Bill Pittman, Christopher Navitsky, Lyndsay Mydlarz and Maureen Cherubini.  The Board approved a 2 year extension on the Rizza 2009 variance approval.

·         Recommendation for the Hagg Wastewater Variance:  If the Board chooses to approve the Variance request I would recommend a secondary water (well) treatment system should be installed due to the proximity of the neighbors well.  Even thought the Haag’s currently own lots 12.18-1-50 & 51, a deeded easement should be placed on Lot 12.18-1-51 for the perpetuity of the septic system.

·         Low Impact development Training, May 5, 2011, Lake George.  Mike and Maureen Cherubini, E J Siewk, Pam Peterson and I attended the conference and received 5 hours credit for Land Use Training.  12 different presenters spoke on three different topics.   I came away with lot of new knowledge for the Soils presentations.  All who attended agreed that it was a very worthwhile event.

Councilman Meola mentioned that we should start the enforcement of the Junk Yard Law.  Cathy Clark, ZEO will be working on this, prior to the Townwide Clean-up Day.

 

Supervisor Belden reported that Dave Wick will have the grant application submitted by June 1, 2011 for the removal of the Delta in the Hague Brook.  Any support information from individuals or organizations would be very helpful.

 

           

  9.  Recreation Promotion & Youth (Meola/Martucci):  Councilman Meola reported that there will be a Warren County Youth meeting Wednesday May 18, 2011.                                                  

10.  Sewer Dist. #1 & #2 (Belden/Frasier): Supervisor Belden reported that at this time we still do not know what the final interest rate on the bond will be for Sewer district #2.

11.  Town Park (Meola/Martucci):  Councilman Meola thanked Jim Nutt for the donation of the American Flag to be placed at the point in the Town Park. 

The Town of Hague’s Geese permit has been received.  The permit allows the capture of geese from April 30 to August 31.

12.  Transfer Station (Gladu/Meola):  Councilman Gladu has been in contact with Casella Waste.  They will be sending a proposed contract to the Town Board for their review.

 

Discussion on the new issue on electronic waste. 

 

 

UNFINISHED BUSINESS:

1.  RESOLUTION #50 OF 2011

REVISED WARRANT FOR COLLECTION OF SEWER DISTRICT #1 & 2

 FOR THE YEAR 2011

 

Resolution introduced by E. Frasier, and seconded by R. Meola.

 

RESOLVED, that the Town Board authorize the Town Clerk to make the following adjustments to the Sewer Warrant:

 

SEWER DISTRICT #1

Delete the 20% ($90.00) charge from parcel 42.12-1-28 unbuildable lot per May 11, 2010

Town Board minutes.

 

Amount to be collected for Sewer District #1 User Fee’s for the Town of Hague is as followed:

Sewer Fee’s for fiscal year 1/1/2011 – 12/31/2011

 

            274.50 EDU’s @ $450.00 =: $123,525.00

70 parcels @ 20% ($90.00) =: $6,300.00

TOTAL AMOUNT TO BE COLLECTED: $129,825.00


SEWER DISTRICT #2
Add Capital Cost ($479.11) & Interest charge ($467.13) to parcel 26.6-1-26 (FBPO).  The amount was not included in the Warrant passed by the Town Board on April 12, 2011.
Delete the Capital Cost ($479.11) & Interest charge ($467.13) to parcel 60.5-1-23.  Capital Cost to the property was received and paid in full on 6/22/10. 

Delete the 20% rent ($80.00), Capital Cost ($479.11) & Interest charge ($467.13) from parcel 26.10-1-31.  Property was merged with 26.10-1-32.

2.  Cleanup-Day is scheduled for June 17 & 18 of 2011. 

 

3.  Supervisor Belden will contact Alice Patchett to set up a meeting.

 

4. Two quotes were received for the Ansel system for the kitchen in the Community Center

T.E.C.:  $200.00 per test

Simplex Grinnell $175.44 per test

 

Motion by R. Meola, seconded by E. Frasier to accept the low bid from Simplex Grinnell for Kitchen Suppression System inspection twice a year.  $175.44 per test.  All voting yes.  Motion carried.

 

5.  Memo was received from Councilman Meola, dated 4/28/11, Councilwoman Frasier 5/4/11 on the custodian position.  Also a revised proposal from Swift Maintenance dated 4/30/11 was received.

 

Motion by R. Gladu, seconded by R. Meola to reaffirm that the Custodian/Maintenance person will continue to work 20 hours a week as per Town Board action of October 12, 2010.  During the summer months of May, June, July and August the Supervisor can authorize to increase the hours per week as needed.  Keeping in mind that the total hours worked will not reach the point where the position considered full time.  All voting yes.  Motion carried.  The Highway Department will help with the cleaning & mowing of the cemeteries when they have time.

 

Motion by R. Meola, seconded by E. Frasier to approve of Swift Maintenance contract/proposal from June 1, 2011 to December 31, 2011

Window Cleaning once a year:  $300.00

Cleaning:  $50.00 per cleaning/2 days a week/$400.00 per month/$4,800.00 per year.  All voting yes.  Motion carried.

 

6.  Motion by R. Meola, seconded by R. Gladu to rescind the following motion made at the July 29, 2010 special meeting: Motion by Supervisor Belden, seconded by E. Frasier to have the Chamber of Commerce remove the bulletin board at the visitor Center and install the monitor & case in that location.  We will pay the Chamber of Commerce $250.00 out of Occupancy Tax money.

AYES:  Supervisor Belden, E. Frasier, R. Meola, and R. Gladu

Abstain:  M. Martucci

Motion carried. 

The Board gives Supervisor Belden authorization to request that the the Hague Chamber of Commerce reimburse the $250.00 back to the Town of Hague.   All voting yes.  Motion carried.

 

COMMUNICATIONS & PETITIONS:

1.  The NYSDEC conducted a SPDES Comprehensive Evaluation Inspection at the Hague Wastewater Treatment Plant on March 18, 2011.  Hague’s WWTP is in good operating condition.

 

NEW BUSINESS:

1.  Motion by E. Frasier, seconded by R. Gladu to authorize payment of $4000.00 (Memorial Walls complete labor) & $1,700.00 (Excavation of Boulders, work of concrete walls) to David Alexander contractor for work on Veterans Memorial Park.  All voting yes.  Motion carried.

 

2.  There will be a Open House on Veterans Memorial Park, June 18, 2011 at 11 am

 

3.  Motion by R. Meola, seconded by E. Frasier to give permission to the Cub Scouts to hold their fund raiser on May 21, 2011 from 9am to 12pm at the Town Beach.  All voting yes.  Motion carried.

 

SUPERVISORS REPORT & COUNTY REPORTS

1.  A new proposed mandate on retirement/health insurance where if we are 2% over in the budget on these two items we need permission from Albany to change this.  The County is still fighting this proposed mandate.  This year retirement is $43,000 and next year we are looking at $73,000.

2.  We will possibly exceed the amount Budgeted for fuel this year.  The price per gallon is approximately $1.00 higher.

3.  We are still working with numerous agencies on the soil contamination problem at Westbrook.
