BUDGET WORKSHOP MEETING

OCTOBER 19, 2010

2:30 PM

MEMBERS PRESENT:         Supervisor Belden                   R. Meola

Supervisor Belden opened the meeting at 2:30 pm

Motion by R. Meola, seconded by M. Martucci to appoint E. Frasier as Acting Clerk for the purpose of recording minutes.  All voting yes.  Motion carried.

Motion by M. Martucci, seconded by E. Frasier to go into executive session at 2:30 pm to discuss personnel with the Highway Superintendent on the administration of that Department.  All voting yes.  Motion carried.

Motion by M. Martucci, seconded by E. Frasier to close executive session and return to open session at 3:10 pm.  All voting yes.  Motion carried.

Budget changes:

Add $1,500.00 in Highway for clothing.  This will be explained to the Highway Department.

Add $1,000.00 for clerical help.

Reduce the Triathlon budget to $7,000.00

Health Insurance:  Clarification of the minutes of 10/14/2010 meeting:  All town employees now having 100% of their health insurance paid b the Town, will pay 5% of the premium, effective 1/1/2011.  Employees who currently pay 25% of the premium, will continue to pay 25%.

Motion by Supervisor Belden, seconded by R. Gladu that Tim Fiallo will be paid $12.00 an hour effective 10/19/2010.  The part time laborer at Highway will be paid $10.50 per hour.  All voting yes.  Motion carried.

Highway:  There will be a pre inspection at 10:00 am Friday 10/22/2010 with Vision Engineering and the Construction Company.  The Highway Committee will be doing an inspection on Wednesday 10/20/2010.

Highway:  Discussion on performance procedure and execution of the job.  Motion by M. Martucci, seconded by R. Meola that if the Highway Superintendents performance does not improve in 2011, there will be salary action taken.  It was also suggested that the Highway Superintendent from another town be asked to spend some time with the town’s Highway Superintendent at the Highway Garage to review how the department is being administered and for him to offer suggestions on how to improve the operation of our Highway Department.  All voting yes.  Motion carried. 

Motion by M. Martucci, seconded by R. Gladu to approve the preliminary budget for 2011.  All voting yes.  Motion carried.

Motion by M. Martucci, seconded by R. Meola to adjourn meeting at 4:30 pm.  All voting yes.  Motion carried
