Supervisor Belden opened the meeting at 10:00 am.
Cathy Clark, ZEO addressed the Board on the following issues:
She request that since she prepares a written monthly report, which is out of courtesy to the Board and not part of her job description, that she be allowed to discuss the report at the monthly meeting of the Town Board. She also asked that whenever an issue on planning or zoning is discussed that she be asked for her input. Cathy also expressed her concerns that at the January Town Board meeting she was not given the opportunity to comment on Bruce Clark’s compensation for attending the Associations of Towns Conference in NYC.
The Town Board thanked the ZEO for discussing these concerns.
Following a discussion, it was agreed that the Town Board Committee’s should prepare written reports on their findings and give them to the Town Board members prior to the meetings.
Motion by R. Meola, seconded by R. Gladu to go into executive session at 10:15 am to discuss personnel. All voting yes. Motion carried.
The Town Board discussed the position of the part time clerk. It was pointed out that the position was created at the September 9, 2008 Town Board meeting as a 20 hr. per month position. The Town Board also reviewed the proposed management and operational policies agreed on at the January 12, 2010 Town Board meeting.
The Board also discussed the West Law Book subscription for the office of the Justice.
Motion by Supervisor Belden, seconded by R. Meola to close the executive session at 10:50 am and open the meeting. All voting yes. Motion carried.
Motion by E. Frasier, seconded by R. Meola that the part-time Clerk position be amended to 20 hours per month in the bookkeeper’s office and 6 hrs per month for Planning & Zoning meetings/minutes. All voting yes. Motion carried.
The Town Clerk will come up a proposal, listing the estimated time involved in the review and disposal of the old Supervisors Correspondence records dating back to the 1960’s.
Motion by R. Meola, seconded by R. Gladu that the annual hard copy subscription to Thomson West Law be cancelled and replaced with the West Law on-line research plan at $110.00 per month and that the Village, Town & District Courts subscription be canceled. All voting yes. The committee will call and make the changes.
Supervisor Belden informed the Board that the meeting with the Highway Department scheduled for 11:00 am has been cancelled. However, it was the consensus of the Board that the meeting be rescheduled to discuss the continuing problems at the Highway Department.
Motion by Supervisor Belden, seconded by E. Frasier to adjourn meeting at 11:10 am. All voting yes. Motion carried.
