Special Town Board Meeting

July 21, 2009

5:30 PM

Members present:  Supervisor Belden, E. Frasier, R. Meola, M. Martucci, and R. Gladu.

Motion by E. Frasier, seconded by R. Meola to open the meeting at 5:40 pm.  All voting yes.  Motion carried.

Moment of Silence:  Henry Geils

Mr. John Bruening was introduced by Councilman Meola.  Mr. Bruening gave the following recommendations on the following Hague signs:

The 3 Welcome signs coming into Hague:  Can be repaired and repainted using a bright yellow paint instead of gold leaf.

 The Hague Community sign:  Refresh and paint.  Canopy over sign.

Highway Dept. Sign:  Replace with new and canopy.

Transfer Station & Wastewater Treatment Plant:  Cleaning and possible touch up.

Sign on Hague Community building:  He will inspect.  Looks like it is in good shape.

Councilman Meola will send a detailed letter to Mr. Bruening asking for a proposal for each sign project.

Vicki Frasier asked permission to put a wood sign on the front of the garbage bins to let people know that there is parking available for trailers up on Route 8.

Motion by R. Meola, seconded by E. Frasier to grant permission to Vicki Frasier to place wood signs on the garbage bins at the Town Park for trailer parking.  All voting yes.  Motion carried.

The Town Board explained to Vicki Frasier that the Town can not help with liability Insurance.  It is up to the property owner.

It was brought to the Supervisors attention that the railing on the left side of the ramp at the Town Park is broke and needs repair.  The Park Committee will have someone fix the railing.

The Board reviewed the Sewer complaints:

The Board discussed the difference between a single Commercial Enterprise with water and an office with 4 employees or fewer.  Motion by R. Gladu, seconded by M. Martucci to change the Sewer District 1 & 2 User Schedule to the following:

Single Commercial Enterprise & Offices with 4 employees or fewer.  ½ EDU charge.  All voting yes.  Motion carried.

Motion by R. Gladu, seconded by M. Martucci to reduce Bruce & Sandy Rust

            Reduction from 2 EDU’s to 1 ½ EDU’s

            Single Family Dwelling (1) and (1/2) Single Commercial Enterprise &         Offices with 4 employees or fewer.

            Tax Map #43.5-2-5

            Reduction from 1 EDU to ½ EDU   

            Single Commercial Enterprise & Offices with 4 employees or fewer. 

All voting yes.  Motion carried.

Motion by R. Gladu, seconded by M. Martucci to change the Sewer District 1 & 2 User Schedule to the following:

Add to #19 of the Sewer User Schedule:  a commercial building with 1 bedroom less than 500 sq. ft. with a kitchen is charged ½ EDU.  All voting yes.  Motion carried.

Motion by R. Gladu, seconded by M. Martucci to reduce Trout House Village (Patchett’s)

A Commercial building with 1 bedroom less than 500 sq. ft. with a kitchen is charged ½ EDU.  All voting yes.  Motion carried.

Mr. Meola wanted to make sure that the new classification applies to all commercial tourist places which meet the definition, namely the Hague Motel.

Motion by R. Gladu, seconded by E. Frasier that there will be no more changes to the Sewer Warrants for District #1 or #2.  The final Warrants for Sewer District #1 & #2 will be completed and approved during Budget time of each year.  Complaints will be reviewed until January 1 of each year.  All voting yes.  Motion carried. 

Motion by E. Frasier, seconded by M. Martucci to adjourn meeting at 6:45 pm.  All voting yes.  Motion carried.
