Transfer Station & Review Sewer complaints

Also present:  Scott Olson & Dean Desjadon, Representatives from Casella Waste Management.

 

Supervisor Belden opened the meeting at 10:00 am.

 

The Board reviewed the contract with Casella Waste Management.

 

The contract fees will be negotiated on yearly for renewal.  The contract to run the Transfer Station is for three years.

 

Scott Olson would like to work with the Town on informing the public on how to dispose of hazardous waste material.

 

Motion by M. Martucci, seconded by R. Gladu to authorize Supervisor Belden to sign the three year contract with Casella Waste Management for operation of the Transfer Station.  The prices will be negotiated yearly.  All voting yes.  Motion carried.

 

Motion by R. Gladu, seconded by R. Meola to appoint Patricia Hintz as a Visitor Center Attendant for the 2009 summer season.  All voting yes.  Motion carried.

 

 

The following Sewer Complaints were reviewed.

 

Rick Commons– 23 Commons Way.  Tax Map #26.10-1-35.

Request reduction from 11/2 EDUs to 1 EDU.  The cabin on the point is the only building on his property.  Stays the same.  Single Family Dwelling with bunkhouse.

 

John Goehrig- 8853 Lakeshore Drive. Tax Map #43.13-1-63

Request reduction from 2 EDUs to 1 EDU.  Single Family Dwelling. The Assessor and Supervisor will inspect.

 

Cape Cod Village- Off Lakeshore Drive.  Tax Map #43.13-1-19.  Unbuildable.

The Assessor and Supervisor will inspect.

 

Lee Masqulier- 9149 Lakeshore Drive.  Tax Map #26.17-2-5.

Request reduction from 2 EDU’s to 1 EDU.  Only used 45-50 days of the year.  Cottage with a garage with a 200 square foot annex attached.  The Assessor and Supervisor will inspect.

 

 

Motion by R. Meola, seconded by E. Frasier to change the Sewer District 1 & 2 User Schedule to the following:

Single Commercial Enterprise with water 1 EDU

Single Commercial Enterprise without water 0 EDU

All voting yes.  Motion carried.

 

Art Steitz-9837 Graphite Mtn. Rd., Tax Map #43.5-1-9.

Request reduction from 2 EDU’s to 1 EDU.  The Antique Shop has no water.

The Assessor and Supervisor will inspect.

 

James McGregor-34 Spring Lane Tax Map #26.10-1-20.

Request reduction from 1 EDU to ˝ EDU (summer residence).  No change.

 

  

Motion by R. Meola, seconded by M. Martucci to change the Sewer District 1 & 2 User Schedule to the following:

Offices with more than 4 employees 1 EDU

Offices with 4 employees or fewer ˝ EDU

All voting yes.  Motion carried.

 

Hague Group LLC:  9848 Graphite Mtn. Rd., Tax Map #43.5-2-14.

Request reduction from 6 to 5 EDUs.  The two offices have 1 sink, 1 toilet, and only 3 employees per office. 

 

Lawrence Schwartz:  19 Pine Cove Road.  Tax Map #60.5-1-11

Request reduction from 1 EDU to ˝ EDU (summer residence).  No change.

 

Forest Bay Property Owners:

26.6-1-18

26.6-1-26

26.10-1-1

Request that the above properties should not be charged.

1.  The lots are unbuildable due to legal limits on the use of Contractual Access lots under the Town of Hague Zoning Ordinance.

2.  The FBPOA covenants and restrictions prohibit development.

3.  The individual lot owners in Forest Bay have rights to use these lots.

4.  The real property tax assessment shows that they are not Buildable lots.

 

The Forest Bay Property Owners association needs to provide more information to the Board showing that the property is in wetlands and cannot be build on.

 

The Marshall residence will also be checked. 87 Pine Cove Rd. Tax Map #60.9-1-26.

 

The Board will make site visits to all properties and vote on the changes at the June 9, 2009 regular meeting.

 

The ZEO discussed the Old Fire Truck that is parked back at the Fire House Restaurant.  This was discussed in prior meetings that due to the location the Fire truck needs to be moved for delivery purposes.  The ZEO will contact them.

 

The ZEO discussed a failing Wastewater System.  Motion by R. Gladu, seconded by E. Frasier the Town Board acting as the Board of Health authorize Supervisor Belden to send letter to the property owners stating that they have until July 1st, 2009 to bring their Wastewater system into compliance.  All voting yes.  Motion carried.

 

Motion by E. Frasier, seconded by M. Martucci to adjourn meeting at 11:30 pm.  All voting yes.  Motion carried.
