Supervisor Belden opened the meeting at 5:00 pm.
Motion by M. Martucci, seconded by E. Frasier to go into executive session at 5:05 pm to discuss personnel issues. All voting yes. Motion carried.
On September 9, 2008 the Hague Town Board by a vote of 4-0 reinstated Michael Manning’s dependent health insurance coverage effective January 1, 2009. This was not done. The Attorney for the Town, Dominick Viscardi advised the Town Board to meet in executive session to discuss the issue, review the facts, and reach a satisfactory decision for all concerned.
Mr. Viscardi asked Diane to prepare a cost analysis of premiums paid for health insurance during the time in question for he felt that the cost of health insurance has increased greatly from the time Mr. Manning first had the premiums paid for by the town. Mr. Viscardi also pointed out that members of the Town Board act collectively in discharging their responsibilities.
Councilwoman Frasier was also concerned about the cost and that the September 9, 2008 action by the Town Board would set a precedent.
Councilman Meola gave a chronology of Mr. Manning's health insurance coverage since his employment dated April 18, 1984 and reviewed the language in the Employees Manual which does not prevent reinstatement of former coverage. He also stated that if cost was a factor it should have been addressed at the September 9th meeting. The action taken by the Town Board on September 9 was taken by the Town Board as a body and no one individual Board member can undo the action of the Town Board.
Councilman Gladu stated that the motion of September 9, 2009 was properly executed and should have been carried out, but since Debbie indicated that her family had current coverage Councilman Gladu motioned to approve reinstating of Mr. Manning’s Family Coverage if his current coverage is terminated, seconded by Supervisor Belden.
AYES: Supervisor Belden, R. Gladu, R. Meola, and M. Martucci.
NAYS: E. Frasier.
Motion carried.
Councilman Gladu again asked the Insurance Committee to review the various options available for employee coverage & address the Health Insurance policy as stated in the Employee’s Guide. There needs to be work and clarification done. This needs to be reported back to the Board.
The failure to purchase a Christmas tree after its purchase was approved and authorized by the Town Board at its October 10, 2008 meeting was reviewed. Councilman Meola stated that the role of the employee and employer is addressed in the Employee Manual under the heading of Management. However a memo needs to go out to employees stating what they can do if they are asked to do something which is not legal.
It was moved by R. Gladu, seconded by R. Meola to return to open session at 5:50 pm. All voting yes. Motion carried.
ELAN PLANNERS (Hague Veterans Memorial Park)
Supervisor Belden opened the meeting at 5:55 pm.
The Board will set up a special meeting with the American Legion members.
1. Do nothing. Leave building as is. In four to five years building with collapse.
2. Rebuild the Legion Building and take off wings to the original structure: $50,000.00
3. Take American Legion Building down and rebuild to similar character with out heat and utilities $30,000.00
4. Remove the American Legion building and have an Open Air Structure with stone wall and walk. $20,000 to $25,000.
Motion by R. Meola, seconded by R. Gladu to rebuild the American Legion Building as a replica of the original building. AYES: Supervisor Belden, R. Meola, R. Gladu, E. Frasier, and M. Martucci. Motion carried.
The Highway Department can help with demolition of American Legion building. We will need to go out to bid for the construction of the new building.
A meeting will be set up with the American Legion members to seek their input.
Motion by R. Meola seconded by R. Gladu to close the meeting at 6:30 pm. All voting yes. Motion carried.
SEWER DISTRICT #2
Supervisor Belden opened the Informational meeting on Sewer District #2 at 6:30 pm.
The Town Board addressed a number of concerns raised by visitors dealing with the EDU’s assigned to their property. A number of changes were discussed subject to verification and inspection. Once the changes have been finalized a new list of EDU’s will be made and brought to a Board meeting for action.
Motion by E. Frasier, seconded by R. Meola to adjourn meeting at 7:50 pm. All voting yes. Motion carried.
