SPECIAL TOWN BOARD MEETING

WITH INDEPENDENT AUDITOR

SEPTEMBER 16, 2008

10:00 AM

MEMBERS PRESENT:  Supervisor Belden, R. Meola, R. Gladu, and M. Martucci.

Absent:  E. Frasier

Also present:  Richard Dinalfo, Independent Auditor

Supervisor opened the meeting at 10:05 am.

The purpose of the meeting is to review and discuss the proposed independent audit.

Mr. Dinalfo will be reviewing the Tax Collectors, Town Clerks, Justice, Financial records investment records, and purchasing.

The bidding process will also be evaluated.

Councilman Meola has concerns on process and regulations of policies being followed.  There are specific items in 2004, 2005, 2006, & 2007 that he would like reviewed.  He will supply Mr. Dinalfo with data referring to these items.

Mr. Dinalfo will also review the billing and procedures for Sewer District 1 & 2.

It was stressed that a policy needs to be written by the Attorney on the procedures on charging the Capital Cost to the properties within the District.

A question on the legality of utilizing a part time employee to do contracting work at the Community Center was discussed.  Mr. Dinalfo explained to the Board that they need to create a new position adding additional duties on to the prior position with a change of pay rate for work being done at the Community Center.

A model Investment Policy will be given to the Board by Mr. Dinalfo.

Mr. Dinalfo will be back on October the 1^st week of October, 2008.

Representatives from Elan Planners presented preliminary plans for Veterans Park located on the corner of Rt. 8 & 9N.  They will prepare final plans before the October regular meeting at which time the Board will discuss and finalize the plans.

Motion by R. Meola, seconded by R. Gladu to adjourn meeting at 11:00 pm.  All voting yes.  Motion carried.
