Construction Bids

Also present: Bill Lamy, WC Engineer and Dominick Viscardi, Attorney for the Town.
Motion by E. Frasier, seconded by R. Meola to open the meeting at 6:00 pm.

Supervisor Belden gave details of how the Districts began.
Two bids were received at Warren County Municipal Center on July 3, 2008 for construction of Sewer District #2 in the Town of Hague. The projected cost of the construction bids came in higher than planned. Part of the reasoning was that the specifications failed to include a fuel adjustment for asphalt index. This would have helped the companies bid more competitively.
There were approximately 100 people from Sewer District #2 in attendance. The purpose of the meeting was to inform and to receive input from the property owners within the District on which option they would rather see. Their choices would be to have the Town Board authorize to re-bid the construction phase for Sewer District #2 with changes to the specifications, or to accept the low bid for the project.
The property owners concerns were the length of time in which to re-bid. They would like the construction to begin as soon as possible. Mr. Lamy explained that this would delay the project by 1 month.
The majority of the attendees indicated a preference for rejecting the low bid of $5,462,759 and for re-bidding the project with changes to the specifications.
Attorney Viscardi explained that if a petition were filed and notarized consisting of 50% of the assessed value of residential properties within Sewer District #2, the NYS Comptroller can accept the debt of additional money to the district. He also mentioned that any property owner within the District is allowed to pay the capital cost in full or set up an agreement for installments.
It was moved by R. Meola, seconded by E. Frasier to reject all bids received on July 3, 2008 for construction of Sewer District #2 in the Town of Hague. AYES: Supervisor Belden, R. Meola, E. Frasier, R. Gladu, and M. Martucci. Motion carried.
It was moved by M. Martucci and seconded by R. Meola to authorize Warren County to re-bid for the construction of Sewer District #2 in the Town of Hague adding to the specifications fuel adjustment for asphalt index. AYES: Supervisor Belden, M. Martucci, R. Meola, E. Frasier, and R. Gladu. Motion carried.
Motion by R. Meola, seconded by M. Martucci to adjourn meeting at 7:20 pm. All voting yes. Motion carried.
