SPECIAL TOWN BOARD MEETING

Motion by M. Martucci, seconded by R. Gladu to open the meeting at 12:30 pm.

 

            RESOLUTION #49 OF 2008

WARRANT FOR COLLECTION OF SEWER USER FEES FOR THE YEAR 2008

 

Resolution introduced by R. Gladu, and seconded by R. Meola.

 

 

RESOLVED, that the Warrant amount to be collected for Sewer User Fee’s for the Town of Hague, Sewer District #1 be as followed:

 

Sewer Fee’s for fiscal year 1/1/08 – 12/31/08

 

            267.50 EDU’s total: $107,000.00

70 parcels @ 20% total: $5,600.00

TOTAL AMOUNT TO BE COLLECTED: $112,600.00

 

And be it further

 

RESOLVED,  that the Sewer Collector is hereby ordered to receive and collect the above amount.  Ten percent (10%) penalty will be added to Sewer District #1 bills for payment received after July 31, 2008.  The last day of payment is September 30, 2008, thereafter all unpaid Sewer District #1 bills will be sent to Warren County Treasurer and added to the Town & County tax bill.

 

Duly adopted by the following vote:

 

AYES:  Supervisor Belden, R. Gladu, R. Meola, and M. Martucci.  Motion carried.

 

The Town Board reviewed the two Insurance proposals submitted by Cool Insurance and Upstate Insurance Company

Cool Insurance:

Trident’s Umbrella, all underlying limits must be the same: Option #1 – all $1,000,000; Option #2- all $2,000,000.

 

Option #1 - $25,244.06   Option #2 - $25,878.06

Upstate Insurance:  $25,819.56

 

The Town Board decided to go with Upstate because the Umbrella coverage was higher than Cool insurance:

Upstate – $10,000,000

Cool – $7,000,000

Motion by M. Martucci, seconded by R. Gladu to accept Upstate Insurance Companies proposal in the amount of $25,819.56 from May 1, 2008 – May 1, 2009.  AYES:  Supervisor Belden, M. Martucci, R. Gladu, & R. Meola.  Motion carried.

 

In the future the Insurance Committee will begin the soliciting process in early March.  This would allow for enough time to review the proposals and meet with the representatives if so desired by the Board.

 

The Board discussed the function of the board committees, once the Town Board decides to proceed with an issue, it may ask a board committee to make a study and make a recommendation.

 

Resolution #50 – Sewer District #2 Financing Bond Counsel – Moved by M. Martucci, seconded by R. Meola to authorize Supervisor Belden to sign agreement with Mark Schachner of Miller, Mannix, Schachner & Hafner, LLC for Bond/Financing Counsel for the Town of Hague Sewer District #2 at an hourly rate of $175.00.

AYES:  Supervisor Belden, M. Martucci, R. Gladu, and R. Meola.  Motion carried

 

Councilman Gladu would like to publish a summary of time lines for Sewer District #2.  This will be reviewed further. 

 

Motion by R. Gladu, seconded by R. Meola to rescind Resolution #46 & 47 of 2008, setting the public hearing dates of proposed Local Law 1 & 2 for June 8, 2008. 

 

            RESOLUTION #51 OF 2008

 

RESOLUTION TO HOLD A PUBLIC HEARING ON PROPOSED LOCAL LAW #1 OF 2008 ENTITLED, “A Local Law of the Town of Hague defining disturbing of the peace and establishing requirements, pursuant to §130(9) of the New York State Town Law, for the keeping of dogs and the restraining of dogs from running at large within the Town limits, prescribing penalties for violations and repealing the Dog Control Ordinance adopted by the Town of Hague on 7-11-1978

 

Resolution introduced by R. Meola, seconded by R. Gladu.

 

RESOLVED,  that the Town Board of the Town of Hague will hold a public hearing on  July 7, 2008 at 7:00 pm at the Hague Community Center on proposed Local Law #1 of 2008 entitled ““A Local Law of the Town of Hague defining disturbing of the peace and establishing requirements, pursuant to §130(9) of the New York State Town Law, for the keeping of dogs and the restraining of dogs from running at large within the Town limits, prescribing penalties for violations and repealing the Dog Control Ordinance adopted by the Town of Hague on 7-11-1978.

            RESOLUTION #52 OF 2008

Resolution introduced by R. Meola, seconded by R. Gladu

RESOLVED,  that the Town Board of the Town of Hague will hold a public hearing on the 7th day of July, 2008 at 6:00 pm at the Hague Community Center on proposed Local Law #2 of 2008 entitled “A Local Law Regulating Noise.”

Duly adopted by the following vote:

AYES:  Supervisor Belden, R. Meola, R. Gladu, and M. Martucci.  Motion carried.

 

Motion by M. Martucci, seconded by R. Gladu to adjourn meeting at 1:30 pm.  All voting yes.  Motion carried.
