PUBLIC HEARING
REGULATING NOISE

Supervisor Belden opened the Public Hearing at 6:00 pm
Members present: Supervisor Belden, R. Gladu, E. Frasier, and M. Martucci.
Absent: A. Steitz
Also present: Attorney Viscardi.
The Town Clerk read proof of publication (7/31/2007) in the post star.
Supervisor Belden turned the meeting over to Councilman Gladu, who chaired the Noise Committee.
Councilman Gladu reported that the members of the committee were Art Steitz, Roland Allen, David Dunn, Robert Goetsch, Art Hatfield and Judge Viscardi.
The committee held two informational meetings along with four separate work sessions. There were approximately 100 documents received for or against the Local Law on Noise. The committee felt it was in the best interest to have a vote on the Local Law to let the people decide.
The meeting was opened to the public.
Rudy Meola: Questioned the document presented. This document is confusing in that it uses Ordinance as well as Local Law.
Mr. & Mrs. Pressman: They are for the local law, but feel that there should be separate rules for people trying to establish a commercial business.
Cris Ginn: Against the Local Law. The complaints that started this were started from the downtown area. To put a burden like this on everyone is not necessary.
Sally & Jim Rypkema: Against the Local Law. They believe it is too early and do not believe there is enough of a problem to warrant this law.
The majority felt that they did not need a local law regulating noise in the town.
The Board thanked the committee for all of there work. This would be a tough Local Law to enforce.
Motion by E. Frasier, seconded by R. Gladu to close the public hearing at 6:35 pm. All voting yes. Motion carried.
Motion by E. Frasier, seconded by Supervisor Belden to rescind paragraph 2 in Resolution #51 of 2007 (RESOLVED, that proposed Local Law #1 of 2007 shall be submitted for approval to the qualified voters of the Town of Hague at the General Election to be held on the 6th day of November 2007, between the hours of 6:00 am to 9:00 p.m).
AYES: Supervisor Belden, E. Frasier, A. Steitz, and M. Martucci.
NAYS: R. Gladu.
Motion carried.
Motion by E. Frasier, seconded by M. Martucci that the Local Law on Regulating Noise is not warranted at this time and there will be no vote on this local law.
AYES: Supervisor Belden, E. Frasier, A. Steitz, and M. Martucci.
NAYS: R. Gladu.
Motion carried.
Motion by M. Martucci, seconded by E. Frasier to adjourn meeting at 6:45 pm. All voting yes. Motion carried.
