PRELIMINARY BUDGET 2007

Supervisor Belden opened the public hearing at 6:30 pm.

The Town Clerk read the following notice of publication:


TOWN OF HAGUE

NOTICE OF PUBLIC HEARING ON THE 2007 PRELIMINARY BUDGET FOR THE TOWN OF HAGUE

 

NOTICE IS HEREBY GIVEN that the preliminary budget for the Town of Hague for the fiscal year beginning January 1, 2007, including general town funds, highway funds, fire protection, light & sewer district funds, has been completed and filed in the office of the Town Clerk of the Town of Hague, 9793 Graphite Mountain Road, Hague, New York, where it is available for inspection by any interested person during regular office hours.

 

The Town Board of the Town of Hague shall hold a public hearing on said preliminary budget on the 30th day of October 2007 at 6:30 pm, showing such changes, alterations, and revisions as shall have been made therein by the Town Board of the Town of Hague.  At such hearing, any person may be heard in favor of or against the preliminary budget as compiled or for or against any items therein contained.

 

Supervisor:     

$16,500.00

Highway Superintendent:

$35,000.00

Councilmen: (4 @ $5,750.00)

$23,000.00

Town Clerk:

$14,000.00

Justice:

$8,000.00

 

Supervisor Belden explained that the Town Board will pass a resolution to add an additional $200,000 of sales tax revenue to the #300,000.00 left at the County to reduce the County tax.

 

Mr. Meola believes that the Budget should reflect where the $200,000 is going.

 

Mr. Peterson noticed there was no Sewer District #2 Budget.

 

Supervisor Belden explained that all expenses incurred at this time for Sewer District #2 is coming out of the Town’s General Account.  Once Sewer District #2 is set up, the District will have to reimburse the Town any fee’s incurred by the District. 

 

Motion by R. Gladu, seconded by A. Steitz to close the Public Hearing at 7:00 pm.  All voting yes.  Motion carried.

 

Supervisor Belden opened the special meeting at 7:01 pm.

 

Motion by R. Gladu, seconded by A. Steitz to adopt the 2007 Town of Hague Budget.  The Town Clerk will send notice of adoption to the newspaper.  AYES:  Supervisor Belden, R. Gladu, A. Steitz, E. Frasier, and T. LaPointe.  Motion carried.

 

RESOLUTION #80 OF 2006

 

BROOKSIDE PARK DEVELOPMENT PROJECT

 

Resolution introduced by E. Frasier, and seconded by A. Steitz.

 

WHEREAS,   the Town of Hague has received a grant from the New York State Department of State Local Waterfront Revitalization Program Environmental Protection Fund 2006-2007, and

 

WHEREAS    the Town of Hague working with Elan Planners & Design, Inc., has completed the Town of Hague Downtown Enhancement Plan and 

 

WHEREAS,   it is the desire of the Hague Town Board to continue working with Elan Planners and Design Inc., and

 

WHEREAS,   it is the desire of The Hague Town Board to improve and Enhance the area located on the corner of Rt. 9 & Rt. 8, formally the American Legion property to form Brookside Park, Now therefore be it

 

RESOLVED,  that the Town Board of the Town of Hague authorizes Supervisor Belden to enter into a contract with the NYS Department of State to complete the enhancements to the Brookside Park Development project.

RESOLUTION #81 OF 2006

ENHANCEMENTS TO THE TOWN PARK & BOAT LAUNCH AREA AS A WATERFRONT GATEWAY.

Resolution introduced by E. Frasier, and seconded by T. LaPointe.

 

WHEREAS,   the Town of Hague has received a grant from the New York State Department of State Local Waterfront Revitalization Program Environmental Protection Fund 2005-2006, and

 

WHEREAS    the Town of Hague working with Elan Planners & Design, Inc., has completed the Town of Hague Downtown Enhancement Plan and 

 

WHEREAS,   it is the desire of the Hague Town Board to continue working with Elan Planners and Design Inc., and

 

WHEREAS,   it is the desire of the Hague Town Board to improve and Enhance the Town Park Boat Launch area as a Waterfront Gateway, Now therefore be it

 

RESOLVED,  that the Town Board of the Town of Hague authorizes Supervisor Belden to enter into a contract with the NYS Department of State to complete the enhancements to the Town Park Boat Launch area as a waterfront gateway.

RESOLUTION #82 of 2006

 

RESOLUTION TO INCREASE THE TOWN OF HAGUE’S SHARE OF SALES TAX TO BE APPLIED TO THE COUNTY BUDGET FOR FISCAL YEAR 2007.

 

Resolution introduced by R. Gladu, and seconded by E. Frasier.

 

WHEREAS,         the Town Board currently leaves $300,000 at the County to be paid in two installments of $150,000 each from the first and second quarter payments, and

 

WHEREAS,       the Town Board is desirous of further reducing the 2007 County Tax Rate for the Town of Hague by paying an additional $200,000,and

 

WHEREAS,       it is the desire of the Town Board to appropriate the additional $200,000 for the 2007 fiscal tax year Now, Therefore, be it

                         

RESOLVED,     that the Supervisor is hereby authorized to amend the Town of Hague 2006 budget by increasing the appropriated fund balance in general fund by $200,000 and increasing appropriations A1972.40 – payment to the treasurer to reduce the county tax by $200,000 for the Town of Hague

And that the supervisor is hereby directed to issue a check of $200,000 to the Warren County Treasurer for the reduction of the fiscal year 2007 county tax rate, and be it further

 

RESOLVED,     that this resolution for the additional $200,000 will apply to the fiscal year 2007 and not to Future years and be it further

 

RESOLVED,     that the Town Clerk of the Town of Hague be and is hereby directed to immediately forward a certified copy of this resolution to Warren County Administrative & Fiscal Services and the Warren County Treasurer

 

 

Duly adopted by the following vote:

 

AYES:  Supervisor Belden, R. Gladu, E. Frasier, A. Steitz, and T. LaPointe.

RESOLUTION #83 OF 2006

RESOLUTION TO ELIMINATE THE COLLECTION OF THE $2.00 FEE FOR DELINQUENT TAX NOTICE MAILING

 

RESOLUTION INTRODUCED BY T. LaPointe, SECONDED BY E. Frasier.

 

WHEREAS,   pursuant to Section 987 of the Real Property Tax Law, Town Tax Collectors and Receivers are required on or after the thirty-first day following the expiration of the period during which taxes may be paid without penalty, to mail a notice to each owner of real property upon which taxes remain unpaid on the tax roll to which his /her warrant relates, and

 

WHEREAS,   the Hague Town Board has adopted a resolution providing for the expense of mailing such notice at an additional fee of $2.00 to be charged against each parcel, and

 

WHEREAS,   this additional fee of $2.00 has become more of a nuisance to the Tax Collectors and Receivers and also an additional burden to the taxpayers, and

 

WHEREAS,   the amount collected in $2.00 fees does not impact the Town Budget, NOW THEREFORE BE IT

 

RESOLVED,  that the Town Board of the Town of Hague does hereby authorize the Town of Hague Tax Collector to continue to mail said delinquent notice as pursuant to Section 987 of the Real Property Tax Law, but to eliminate the additional fee of $2.00.

 

DULY ADOPTED BY THE FOLLOWING VOTE:

AYES:  Supervisor Belden, T. LaPointe, E. Frasier, A. Steitz, and R. Gladu.

Motion carried.

 

Motion by A. Steitz, seconded by T. LaPointe to accept Thermal Associates quote of $2,105.00 to replace leaking hot water coil.  All voting yes. Motion carried.

 

Motion by R. Gladu, seconded by E. Frasier to grant permission to the Town Clerk to attend a conference on November 6, 2006 in Saranac Lake “Basics in Archives.”  All voting yes.  Motion carried.

 

Motion by R. Gladu, seconded by E. Frasier to grant permission to the Town Clerk to attend a New York State Archives workshop, Dec. 12, 2006 at the Warren County Municipal Center on “Providing Access to your records.”  All voting yes.  Motion carried.

 

Motion by R. Gladu, seconded by A. Steitz to adjourn meeting at 7:30 pm.  All voting yes.  Motion carried.
