SPECIAL TOWN BOARD MEETING

Members present: Supervisor Belden, R. Gladu, A. Steitz, E. Frasier, and T. LaPointe.
Supervisor Belden opened the meeting at 4:30 pm.
Also present: Donny Smith, Highway Superintendent.
The purpose of the meeting is to review with the Highway Superintendent the preventive measurers that the Highway Department did during the Storm and is there any other preventive measurers we as a municipality should do.
Mr. Smith reported that the Highway Department has been extremely busy keeping the culverts open. Due to safety, there has to be two men on this project. The road wash outs have been documented. Paving cannot be done this time of year. There is a problem with the culvert over by Art Trickers on Dodd Hill Road. There is only a 4-ft culvert installed and during high rains, it is hard to keep it on plugged. Councilman Gladu asked if it could be replaced with a larger culvert. Mr. Smith explained that due to the area, there is not enough space to install a larger culvert.
There are also a few trees that are on the power lines. Councilman Gladu stressed the need to document the phone calls to National Grid when reporting the trees on the line.
Cathy Clark, ZEO mentioned the flooding that occurred on the Best/Ragot properties across from Cape Cod Village. There is a plugged culvert, which is making a pond on their property. Councilman Gladu will contact DOT to have them review the problem.
DOT shut Tongue Mountain at 2:30 pm due to flooding of road.
Councilman Gladu and the entire Board commended the Highway Dept. for an excellent job during the storm.
Councilman LaPointe mentioned that at the last meeting there was a discussion of evaluations of employees. He would like to meet with them to find out what their likes, dislikes and goals are regarding their position. He would also like to see the Highway bays cleaned out better. Councilman Steitz and LaPointe will be reviewing plans of possibly having the salt shed along the side of the bays at the garage.
The Board will purchase orange shirts for the Highway Department.
Councilman LaPointe also stressed the need of a plan for a replacement plan for Highway Department vehicles.
Councilman LaPointe would also like to keep line of communication open with employees.
Motion by R. Gladu, seconded by A. Steitz to adjourn meeting at 5:30 pm. All voting yes. Motion carried.
