Supervisor Belden opened the special meeting at 4:30 pm.
The purpose of this meeting is to approve resolution to hold a public hearing on proposed sewer district #2.

TOWN OF HAGUE
RESOLUTION AUTHORIZING PUBLIC HEARING ON THE MAP, PLAN & REPORT TO PURSUE THE FORMATION OF SEWER DISTRICT #2.
RESOLUTION INTRODUCED BY E. Frasier, AND SECONDED BY A. Steitz
WHEREAS, the Town Board of the Town of Hague has decided to pursue the formation of the Town of Hague Sewer District #2 in accordance with Article 12A of Town Law, and
WHEREAS, the Town Board authorized Clough, Harbour & Associates; LLP, licensed New York State professional engineers to proceed with the preparation of the Map, Plan & Report, and
WHEREAS, said Map, Plan & Report, dated July 2006 has been filed with the Town and is in the possession of the Town Clerk, and
WHEREAS, the boundaries of the proposed district are contained in said Map, Plan and Report and are on the Schedule A annexed hereto, and
WHEREAS, the improvements proposed are described in said Map, Plan & Report filed in the Office of the Town Clerk and include the construction of a wastewater collection, conveyance, and treatment system and related appurtenances, and
WHEREAS, the maximum amount proposed to be expended for the district is recited to be $3,740,000, of which $3,085,000 of this total amount is to be funded by a United States Environmental Protection Agency Grant to Warren County and all remaining costs to be expended from bonds issued or on behalf of the proposed district, and not from any general town funds, and
WHEREAS, the Capital Cost to the District is $655,000, and
WHEREAS, all costs for the proposed district are to be assessed on a benefit basis to the lots and parcels in the district, in proportion as near as may be to the benefit each derives there from, and
WHEREAS, there is not proposed to be any hook up fee for permission to connect to the system, except for a service line will be required to be provided by the owner from the building to the property line, and
WHEREAS, the cost of the district to the typical property in the district is estimated to be $400.00 per year for Operation & Maintenance, and
WHEREAS, the Capital Cost to the typical property in the district is estimated to be $256.00 per year, and
WHEREAS, the total cost to the district to the typical one family home in the district is estimated to be $656.00 per year, and
WHEREAS, the Town Board has caused to be prepared and filed for public inspection with the Town Clerk, a detailed explanation of how the cost of the district to the district to the typical property in the district and, if different, how the cost to a typical one or two family home in the district was compiled, and
WHEREAS, the requirements of Section 209-d of Town Law require a Public Hearing to be held, NOW THEREFORE BE IT
RESOLVED, that a Public Hearing shall be held on the 9th day of August, 2006 at 6:30 pm, at which time the Town Board shall meet and consider the Map, Plan and Report and hear all persons interested in the subject thereof and concerning same, AND BE IT FURTHER
RESOLVED, that the Town Clerk shall cause a certified copy of this Order to be published at least once in the Post Star, such publication to be not less than ten nor more than twenty days before the hearing herein, AND BE IT FURTHER
RESOLVED, that the Town Clerk shall cause a copy of this Order to be posted on the sign board of the Town maintained by the Town, such posting to be not less than ten nor more than twenty days before the designated hearing date.

AYES: Supervisor Belden, E. Frasier, A. Steitz, R. Gladu and T. LaPointe
NAYS: None.
ABSENT: None.
Motion carried.
The Board questioned the procedure for voting.
Attorney Viscardi explained that from the passing of the Resolution & Final Order approving the establishment of Sewer District #2, the voters of the District, have 30 days to file a petition containing 5% of total owners of the District.
Attorney Viscardi reviewed the qualifications for voting in a permissive referendum.

2. Individual who owns Real Property in the District
Ownership of Real Property includes those persons whose names appear on the
deed: Husband & Wife, Joint Tenants, Tenancy in Common, Life Tenant
3. Partnerships
4. Corporations – Have one vote} Must have resolution designating
5. Associations – Have one vote} voting person
Attorney Viscardi believes that there can be absentee ballots. During the
Pubic Hearing there should be a stenographer present, along with an audio
taping of the hearing.
The Board questioned the procedure for the possibility of forming a Department of Public Works. Attorney Viscardi explained that the procedures of a Local Law need to be followed in order to have this on the ballot for the General Election.
Councilman Steitz & LaPointe would like to hire Steve Patnode to install the 2 new toilets at the Visitor Center and have him also check on the plumbing.
Motion by A. Steitz, seconded by T. LaPointe to hire Steve Patnode to install the 2 new toilets at the Visitor Center and to check on the plumbing. AYES: Supervisor Belden, A. Steitz, T. LaPointe, E. Frasier and R. Gladu. Motion carried.
Motion by A. Steitz, seconded by E. Frasier to adjourn meeting at 5:35 pm. All voting yes. Motion carried.
