AUDIT MEETING:
Members present: Supervisor Belden, R. Meola, L. Megow, R. Gladu and R. Patchett. Supervisor Belden opened the audit meeting at 5:30 pm.
The Board reviewed claims.
Motion by R. Meola, seconded by L. Megow to close audit meeting at 6:00 pm. All voting yes. Motion carried.
PUBLIC HEARING: Scully (93.8-1-14)
Supervisor Belden opened the Pubic Hearing Public Hearing on proposed change to Zoning District.
The Town Clerk read notice of publication (July 2, 2005).
The Planning Board of the Town of Hague, New York recommends that the Town Board of the Town of Hague adopt an amendment to the Town Zone Code, subject to the approval of the Adirondack Park Agency, which would modify the zoning districts within the Commercial Use Zone in order that all parcels within that Zone be designated as OC-1 (2.9 acre minimum size). Currently, 5 of the 24 parcels within the Special Commercial Use Zone are zoned as OC-2 (8 acres minimum) while the remaining parcels are in OC-1
The proposed amendment would change the zoning for parcels, 25.4-1-39, 25.4-1-40, 25.4-1-41, 25.4-1-42 and 42-1-9.
Councilman Patchett would like to allow the size of lots to be 1.1 acres and make a secondary hamlet.
Councilman Meola stated that the issue was the Planning Boards recommendation and we need to address it.
Motion by R. Meola, seconded by L. Megow to close the public hearing at 6:10 pm. All voting yes. Motion carried.

Supervisor Belden opened the regular meeting at 6:30 pm.

Welcome Guests/Privilege of the floor:
Mr. Beck addressed the Board on the continuing problems with the catch basin and culvert on Sabbath Day Point Road. During heavy rains, his basement continues to flood.
Highway Superintendent Smith and Supervisor Belden will visit the site and review the problem. Superintendent Smith suggested that if he perforates the pipe and fills it with crushed stone this possibly will let the water run through.
Motion by R. Gladu, seconded by L. Megow to draw warrant on Supervisor to pay claims audited at tonight’s meeting in the amount of $30,478.68. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
Motion by R. Patchett, seconded by L. Megow to approve minute of June 14, 2005 as printed and to table the minutes of June 16, 2005 until further review. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
REGULAR COMMITTEE REPORTS:
1. Assessor & Justice (Gladu/Meola): Councilman Gladu reported that the final assessment roll is available for inspection. We are at 97% equalization. The roll is not available on line at this time.
Councilman Meola reported that three Article 7’s were filed. One has been resolve, one is pending, and there is still one that was settled last year in May of 2004. The Attorney for the property owner settled with the Town Attorney and the Attorney for the property owner still has not drawn up the settlement papers.
2. Buildings & Grounds (Megow/Patchett): Councilman Megow reported that the project in the basement of the Community Center has begun. The floor will be cut to install the drains. AC Electric will install the wiring.
3. Care program (Patchett/Megow): No report.
4. Finance (Megow/Meola): Councilman Meola reported that the upgrade to the computer equipment along with software and consultant has cost the town to date, approximately $50,000.00.
5. Fire Department (Gladu/Patchett): Councilman Gladu reported that the Town Board has received the Expenditure Budget Report from the Fire Department and the variance application was received this afternoon and looks to be complete.
6. Highway (Megow/Gladu): Superintendent Smith reported the cutting of grass along the side of the roads as begun.
7. Insurance (Meola/Gladu): No report.
8. Museum & Historian (Meola/Megow): Councilman Meola reported that the Board of Trustee’s met and they will be conducting a fund raiser for the Museum on September 4, 2005 from 5 to 8 pm at View Point in Hague.
9. Personnel (Meola/Patchett): Councilman Meola reported that the Committee along with Tim Costello met with an applicant for the Wastewater Treatment Plant Operator Trainee position. A recommendation is forthcoming.
10. Planning/Zoning/Stormwater (Gladu/Patchett): Councilman Gladu reported that the ZEO issued 7 applications last month. Four violation notices have been issued for junk. Hearing dates have been set for the 14 & 28 of July and the 4th of August.
11. Recreation & Promotion (Gladu/Patchett): Councilman Gladu mentioned the article that was written by the Lake George Mirror on the Revitalization of the Hague Chamber of Commerce. It was a great article. The Chamber is sponsoring a photography contest.

12. Sewer (Belden/Megow): Supervisor Belden mentioned that Engineers from Clough Harbour were reviewing the proposed sewer extensions. Councilman Gladu spoke with the engineers and gave them a brief tour of the Arcady property along with information on the Arcady Bay sewer system.
13. Town Park (Meola/Gladu): Councilman Meola reminded everyone of Curly Monroe, a long time resident and custodian of the Town of Hague. Mr. Monroe left his home in Hague to the Town with the stipulation that upon the sale of the home the proceeds were to be used at the Hague Town Park. The money was used to build the Visitor Center at the Park.
The town has made $2200.00 in revenue from boat launch fees.
Lisa Nagle, Élan Planner submitted grants for the downtown plan. We have just heard that we were not accepted for funding. More grants will be submitted.
14. Transfer Station (Megow/Patchett): Councilman Megow will meet with Scott Olsen to review the vouchers for the annual clean up day that was held on June 7 & 8 of 2005.
15. Youth (Meola/Gladu): Councilman Meola reported that the Silver Bay Association Silver Camp Program is going well. Approximately 10 to 12 children a week have been attending.
UNFINISHED BUSINESS:
1. Supervisor Belden gave a status report on the Street lights along Route 8. The contractor is waiting to receive the permit from DOT before he can begin.
2. The proposed Zoning Amendment on “Square Footage” definition will be tabled for further review as per the request by the Planning Board.

WHEREAS, the Town Board of the Town of Hague held a public hearing on July 12, 2005 at 6:00 pm at the Hague Community Center to hear all persons for or against the following proposed changes to the Hague Zoning District.

COMMUNICATIONS & PETITIONS:
NEW BUSINESS:
1. Motion by L. Megow, seconded by R. Meola to accept resignation of A. Graham Bailey, ZEO effective 7/30/2005 with regrets. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
2. Motion by R. Patchett, seconded by L. Megow to write a letter to Adirondack Park Agency explaining the Town of Hague’s situation with the office of the Zoning Enforcement being vacant and see if they will send someone to fulfill the position until the Town fines a qualified person. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
Tom LaPointe mentioned that there possibly is other Zoning Enforcement Officers in adjoining towns who our part-time and might consider the position.
The Board will re-advertise the position.
3. Motion by R. Meola, seconded by L. Megow to give the Justice permission to attend the Conference on 9/24/2005. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
ADDENDUM
1. Resolution #51, 2005
RESOLUTION #51 OF 2005
GRANT FUNDING FOR WATERFRONT REVITALIZATION
Resolution introduced by Supervisor Belden and seconded by R. Patchett.
RESOLVED, that the Town Board of the Town of Hague authorizes Élan Planners to submit a grant application for Waterfront Revitalization Project.
AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
2. Motion by R. Meola, seconded by L. Megow to send letter in re: to Tax Map Parcel 26.1-1-34 as it relates to “Accessory Structure” to the Town Attorney for review and also have him speak to the Chairman of the Planning Board on this issue. AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
3. Resolution #53 of 2005
Resolution to hold Public Hearing on Installation of Speed Signs on Carney Point Drive
Resolution introduced by R. Meola, and seconded by R. Patchett
WHEREAS, a petition was received on June 12, 2005 containing 18 signatures from property owners of Carney Point Drive requesting that two (2) twenty five mile per hour speed signs be installed on Carney Point Drive. Now therefore be it
RESOLVED, that the Town Board of the Town of Hague accepts the petition and will schedule a public hearing on the above proposal to install two (2) twenty five mile per hour speed signs on Carney Point Drive on August 9, 2005 at 6:15 pm.
AYES: Supervisor Belden, R. Gladu, L. Megow R. Meola and R. Patchett. Motion carried.
4. Motion by R. Patchett, seconded by R. Meola to reimburse the Assessor for payroll checks not deposited from last year. AYES: Supervisor Belden, R. Patchett, and R. Meola, L. Megow and R. Gladu. Motion carried.
SUPERVISOR REPORT
.
Supervisor Belden reported that Medicaid is a large portion of the County Budget. It was capped for 2004. I hope that this will happen again this year.
Councilman Gladu feels we need to let the County know how we feel and pursue the possibility of having this capped for 2005.
Councilman Meola would like to see a system in place from the Board of Supervisors letting the Town Boards know in advance the issues of concern. Each Town should be able to voice their thoughts before the Board of Supervisors makes a decision.
