SPECIAL TOWN BOARD MEETING

MAY 4, 2004

Members present:  Supervisor Belden, R. Meola, R. Gladu and W. Bothe.

Absent:  L. Megow.

 

Supervisor Belden opened the meeting at 4:00 pm.

 

Motion by Supervisor Belden, seconded by W. Bothe to appoint R. Meola as Acting Clerk for the purpose of recording minutes.  All voting yes.  Motion carried.

 

Councilman Gladu reviewed the report of the Tax Assessment Advisory Committee.  Mr. Gladu summarized the report stating that the Committee took a comprehensive review of the issues relating to assessments, school tax levies in Ticonderoga and Hague and what options, if any are available to resolve the inequities associated with the two towns.

 

The Committee concluded that the present school district as presently constituted is a reality and has been so for 25 years,  The issue is closed.”

 

The establishment of a single school tax district appears to be out of the question since it requires the positive cooperation of both towers.  Town of Ticonderoga is not willing to do this.

 

The possible disparity of assessments in the two towns could be grounds for action but the legal process is long, difficult, and expensive.

 

On the issue raised by many of “taxation without representation”, Education Law allows only residents to vote in a school election.  A taxpayer can have only one residence.  A property owner has the option of selecting his residence and therefore where he can vote.

 

The Committee is recommending the establishment of an action committee of concerned lake front property owners in the northern basin.  This group could be instrumental in affecting changes in with present system of raising funds thru real property taxation.

 

Motion by W. Bothe, seconded by R. Gladu to adjourn meeting at 5:25 pm.  All voting yes.  Motion carried.
