Supervisor Belden opened the audit meeting at 6:00 pm.
The Board reviewed Warrant #10 of 2004.
Motion by R. Meola, seconded by R. Gladu to close the audit meeting at 6:15 pm. All voting yes. Motion carried.
Public Hearing opened at 6:15 pm – Amendment to Town Code on Height of Buildings.
The Public hearing was opened at 6:15 pm by Supervisor Belden.
The Town Clerk read notice of public hearing that was published on October 1, 2004 in the Post Star.
Mr. Bailey, ZEO gave a presentation on the proposed change showing the difference between the existing 30 feet and the proposed 40 feet Height limitation.
No comments from the Town Board.
Bruce Clark – The Planning Board researches and gives their recommendations to the Town Board. The Town Board should be working with them, not just making their own decisions in regards to codes.
Motion by R. Meola, seconded by L. Megow to close the public hearing at 6:30 pm. All voting yes. Motion carried.
Supervisor Belden opened the regular meeting at 6:30 pm

Welcome Guests/Privilege of the floor:
Bruce Clark – Feels that the process in which Councilman Bothe resigned is unfair to the voters of the Town of Hague. Due to such a late resignation, the Town Board now appoints a councilman with a term to expire 12/31/2005.
Chris Navitsky – Ask the Board to look into allowing kayaks to be launched at the beach (outside of the swimming area). A lifeguard on duty this summer informed him that the Town Park Ordinance does not allow the launch the kayak by the beach area.
The Town Board will review the Town Park Ordinance and look into this problem.
Motion by R. Meola, seconded by R. Gladu to draw Warrant on Supervisor to pay bills audited at tonight’s meeting in the amount of $21,970.17. All voting yes. Motion carried.
Motion by R. Meola, seconded by L. Megow to accept minutes of September 12, October 4 and October 8 of 2004 as printed. All voting yes. Motion carried.
REGULAR COMMITTEE REPORTS:
1. Assessor & Justice: All small claims hearings are completed.
2. Buildings & Grounds: The Department of Health will let us know what type of filtering system we will need for the water.
3. Care Program: Flu clinic has been canceled due to shortage of vaccination.
4. Finance: Councilman Gladu is still working out issues in regards to the Admit accounting software program.
5. Fire Dept.: The Board has been working on the Fire Dept. budget for 2005.
6. Highway: Superintendent Smith reported everything is going well. He has received quotes on a new sander. Tarrant is the lowest proposal. He will order the sander this week.
7. Insurance: None.
8. Museum: Council Meola reported that the Museum Committee is desirous to start work on the expansion of the museum. Jerry Crammond gave draft recommendations, an projected cost for this project. Motion by L. Megow, seconded by R. Meola to advertise for an Architect for the Museum Expansion project. All voting yes. Motion carried.
9. Personnel: Motion by R. Gladu, seconded by L. Megow to put the Hague Town Code Book on the website. The estimated cost is $1,700.00. All voting yes. Motion carried.
10. Planning/Zoning/Storm water: Supervisor Belden thanked the Highway Department for their help with the brook project.
Motion by Supervisor Belden, seconded by L. Megow to appoint Art Hatfield, Sal Santaniello, Dave Swanson and R. Gladu to the Comprehensive Plan Steering Committee. All voting yes. Motion carried.
11. Recreation & Promotion: Councilman Gladu mentioned that the Hague Chamber of Commerce and the Board will be researching market strategies to promote the Town of Hague.
12. Sewer Dist. #1: Councilman Meola has spoken with DEC. They have allowed the acceptance of outside sewer from holding tanks. This will help increase revenues.
13. Town Park/Beautification: Councilman Meola reported that he received a phone call from a resident in regards to children throwing footballs at the Park. The Park ordinance states no balls allowed. The Board felt that there is no problem with this during the off season. The rules are there for the summer operation of the Town Park. Councilman Meola will write a letter back, stating the intent of the Park Ordinance. R. Gladu and R. Meola will review the Town Park Ordinance and possibly make changes.
I Love New York television crew were at theTown Park photographing the area. They gave a $500.00 donation to the Town of Hague for allowing them the use of the Town Park.
14. Transfer Station: none.
15. Youth: Councilman Meola reported that the application for the 2005 Summer Program have been completed and submitted.
16. School: Councilman Gladu reported that he attended the last School Board meeting and has also spoke with John McDonald, Superintendent of Schools. Mr. McDonald will be pulling information for him to try and help us understand the School Budget for next year.
Bob Patchett suggested reviewing Saint Mary’s budget.
Councilman Meola responded that since the Hague residents are upset, and asking that the Town Board help in controlling the School taxes increases. We as a Board should send a letter to the School Board along with all the letters received in regards to the high school taxes.
Motion by R. Meola, seconded by L. Megow to send letter from the Town of Hague Board asking the Ticonderoga School Board to find a way to reduce the 2005-2006 school budget and operate the school district in a more efficient and cost effective way. Including with the letter all school tax related correspondence

1. Resolution #70 of 2004
RESOLUTION TO EXPRESS APPRECIATION TO MARGUERITE WEST
RESOLUTION INTRODUCED BY THE ENTIRE MEMBERS OF THE HAGUE TOWN BOARD.
WHEREAS, Marguerite West has donated to the Town of Hague certain memorabilia and other artifacts gathered by her husband Clifton F. West as Historian, and
WHEREAS, Marguerite West wishes that the memorabilia and artifacts be displayed in a proper museum setting, and
WHEREAS, the Town of Hague has accepted these items, Now therefore be it
RESOLVED, that the Town of Hague express to Marguerite West our deep appreciation on behalf of the entire community for her generous contribution to the Clifton F. West Museum.
DULY ADOPTED BY UNANIMOUS VOTE BY MESSRS BELDEN, MEOLA, MEGOW AND GLADU.
2. Resolution #71 of 2004
RESOLUTION TO TRANSFER FUNDS
RESOLUTION INTRODUCED BY SUPERVISOR BELDEN AND SECONDED BY R. MEOLA.
RESOLVED, that the Capital Fund Landfill Closure Account be closed and that the
balance of the monies in that fund is transferred as follows:
to Capital Fund Improvement Account: $45,000 for Community Center Improvements and $100,000 for Museum Improvements;
to Capital Fund Downtown Improvements: balance remaining in the account ($243,400 +/-) for the Streetscape Plan.

3. Resolution #72 of 2004
Town of Hague, New York
Resolution introduced by R. Meola, seconded by L. Megow
WHEREAS, On October 12, 2004, the Town Board of the Town of Hague, New York held a public hearing to hear all for or opposed to the possible adoption of the Adirondack Park Agencies requirements establishing the maximum height of buildings, and
WHEREAS, The Town Board wishes to amended its Zoning Ordinance to adopt the requirements of the Adirondack Park Agency, which establishes the maximum height of building to be 40 feet. The attached definition of Building Height will be added to section 160-10 and each applicable section (§160-20 through (§160-32) of Section 160 will be modified accordingly.

WHEREAS, the Town Board has determined that adoption of the amendments would be an unlisted action under SEQR, and has completed a short environmental assessment form, and
WHEREAS, the Town Board of the Town of Hague feels that the proposed amendments are in the best interest of the Town of Hague, NOW THEREFORE BE IT
RESOLVED, that the amendments noted above and the attached hereto are hereby submitted to the Adirondack Park Agency for approval, pursuant to Section 807 (1) of the APA Act and Section 582.5 of Agency regulations.
Duly adopted by the following vote:
AYES: Supervisor Belden, R. Meola, L. Megow, and R. Gladu.
NAYS: None.

4. Motioned by R. Gladu, and seconded by L. Megow to accept Tom Schaffer’s proposal to host the Chamber of Commerce website for $3,920.00. Funds will come out from bed tax revenues. All voting yes. Motion carried.
5. Councilman Meola reported that approximately 32 residence from the Town of Hague attended the Silver Bay Association Family Day. The Silver Bay Board of Trustees and Staff have been striving to develop a closer relationship with the town. The Association is working on developing a senior program for the Hague residents.
COMMUNICATIONS & PETITIONS:
NEW BUSINESS:
1. A. Graham Bailey, ZEO gave his status report for the month of September.
- 1 site review
- 2 variance
- 2 wastewater permits
- Septic violations have been addressed and resolved.
- Responses have been received from individuals who have been issued violation letters in regards to Junk Law.
- The Justice will be getting the disposition on the Town Parking tickets.
- Sewer Use Local Law #3 needs to be reviewed. A Public Hearing needs to be scheduled to amended the Local Law. The Town Attorney is preparing the amendment to the Sewer Use Law..
Councilman Meola commented that when this Local Law was passed in 2002. The Town Attorney at that time was John Silvestri. Mr. Silvestri billed the Town of Hague for 6 hours to review the law @ $90.00 per hour and a additional 3 hours @ $90.00 per hour to discuss the law with the County Attorney. Yet no changes were recommended and now we find that needed changes are required.
2. Motion by R. Meola, seconded by R. Gladu to appoint Nancy Trombley as Recording Secretary for Planning & Zoning Board effective October 28, 2004 @ $8.55 per hour. All voting yes. Motion carried.
3. The request from the Senior Citizens in regards to the Memorial Day Parade has been addressed during the Budget Workshops. The 2005 Budget has appropriations included for the event.
4. Motion by R. Meola, seconded by L. Megow to appoint Diane Farinick and William Floor to the Board of Assessment Review.
Diane Farinick term to expire 09/30/2007.
William Floor term to expire 09/30/2009. All voting yes. Motion carried.
5. Motion by L. Megow, seconded by R. Meola to make appointment to the Town Board vacancy at the November Town Board regular meeting. All voting yes. Motion carried. All interested applicants may apply by November 1, 2004.
6. The Public Hearing on the 2005 Preliminary Budget is scheduled fro October 28, 2004 at 6:30 pm.
7. Budget Workshops: October 14 & 20 @ 3:00 pm.
SUPERVISOR REPORTS:
Supervisor Belden reported that it looks like Hague residents will see an increase of 3 to 4 percent in their County taxes.
Motion by R. Meola, seconded by R. Gladu to adjourn meeting at 8:00 pm. All voting yes. Motion carried.
