Town of Hague Planning Board

January 5, 2006

David Swanson called the meeting to order at 7:00 p.m.

 

Tim Costello moved to accept the minutes from the December 1, 2005 meeting as written. Katy Wells seconded.

Vote: Approved, 7-0

 

Hague Volunteer Fire Department ( 25.5-1-16) West Hague Rd. OC-1

The ZBA will be reviewing the retroactive variance request at their next meeting. A recommendation is needed for the 23 ft. front line setback, less than the required 25 ft.. Cathy Clark made note that the macadam over the leach field has been removed and a notice of project completion from the LGPC is forthcoming. At its last meeting, the ZBA  determined lot coverage should no longer be an issue; a land merge has brought the property more into compliance. During discussion, Planning Board members expressed concern about the practice of  hooking and merging parcels across a highway and the implications it might have on waterfront properties.

Motion: John Brown moved to approve the variance request for a front line setback because the Hague Volunteer Fire Department is a public service organization, with a contract,  supporting the health and welfare of the community. Tim Costello seconded the motion.

Vote: Approved, 6-0 with 1 abstention

Ayes: Swanson. Allen, Brown, Costello, Foster, Peterson,

Nays: 0

Abstention: Wells

 

More, (43.5-2-35) Dock Rd. Hamlet/TR-1

The applicant is requesting permission to add wooden decks and walkways over existing concrete patios. Construction will be within 50 ft. of the shoreline. A slight increase (.48%) in size is planned. A recommendation is needed for ZBA review. The group scheduled a  Site Visit for 1/7/06.

 

Harrison, (43.17-1-1) Lakeshore Dr. TR-1

The Harrison’s are requesting permission to build a 4 ft. fence along their property line.  The new fence will be built on an existing 2 ft. berm and will extend the 6 ft. fence already in place. Permission was granted in 1997, but the homeowner failed to complete the project. A variance will be required for relief from the sideline setback. Planning Board members would like to see a more detailed drawing. A Site Visit was scheduled for 1/7/06.

 

Other Business

Square Footage:

Planning Board members reviewed the history of the misinterpretation and confusion concerning the definition of the term square footage, (see memo to Planning Board members from Cathy Clark dated 12/29/05).

Tim Costello moved the following:

To remove the second sentence from the definition of square footage and send the revision to the APA for review. (“Notwithstanding the foregoing, the square footage of structures for purposes of applying the shoreline setback restrictions shall be a gross measurement, which includes the floor space of attics and attached decks, porches, stairs, ramps, garages and other similar components of the main structure.”)

Rolly Allen seconded the motion.

Vote, Approved, 7-0

 

Planning and Zoning Workshop:

Attorney Mark Schachner will lead a workshop at the Hague Community Center at 6 pm on Jan. 23rd  for all interested Planning, Zoning and Town Board members.

 

Planning and Zoning Conference:

Board members were encouraged to attend the Saratoga Planning Conference on Jan. 25th

 

Van Wirt property:

David Swanson, Cathy Clark and Dan Belden will meet with Town Attorney Viscardi to discuss  the issues related to the accessory structure located on the property.
